Security will be a major challenge in what is gearing up as a critical period for Afghanistan, which will be hosting a major international conference in the capital next month and holding parliamentary elections in September, the top United Nations envoy there said. Staffan de Mistura, the Secretary-General's Special Representative and head of the UN Assistance Mission in Afghanistan (UNAMA), told the Security Council that "this is indeed a crucial year in Afghanistan." De Mistura noted that "it is a year in which we are all trying to, and together with the Afghan authorities and the Afghan people, to reach a form of stabilization of the situation in Afghanistan," adding that there is a general consensus that there is "no military solution alone" for the country. Earlier this month the Government hosted the Consultative Peace Jirga, which brought together 1600 participants from across the nation and resulted in a communiqué endorsing President Hamid Karzai's initiative to convene a national dialogue on ways to restore peace. Afghan Anger: 'UN cop-out as NATO reaches bloody high'
Afghanistan's President Hamid Karzai has accused NATO of killing eight children in an air strike on the country's territory. The incident adds to the already strained relationship between Afghanistan and its Western allies. Last week the United Nations released a report stating there had been a rise in civilian casualties in Afghanistan from 2790 in 2010 to 3021 in 2011. It noted that most deaths were caused by insurgents. At a press conference in Kabul, head of the UN Security Council delegation to Afghanistan, Ambassador Ertuğrul Apakan of Turkey, reiterated the Council's "enduring commitment to the people of Afghanistan and its Government." United Nations (UN) Special Representative for Afghanistan Staffan de Mistura, who was also present at the press conference, said that the next elections in the country "need to be better." He added that these elections will be "led by the Afghans." Prior to the press conference, Council members visited Jalalabad, capital of the country's eastern province Nangarhar. In Jalalabad, they visited a site established in 2005 for landless returnees arriving from camps across the border in Pakistan. UN urges action over abuse of Afghan children

Bombs were set off in two carriages, both filled with passengers, just after the train passed Diwana station near the Indian city of Panipat, 80 kilometres (50 miles) north of New Delhi. Sixty-eight people were killed in the ensuing fire and dozens more were injured. Of the 68 fatalities, most were Pakistani civilians, but the victims included some Indian civilians and Indian military personnel guarding the train.[5] Investigators subsequently found evidence of suitcases with improvised explosive devices (IEDs) and flammable material, including three undetonated IEDs. MaximsNewsNetwork: 22 March 2010 - UNTV: United Nations, New York - The United Nations Security Council unanimously voted today (22 March) to extend the United Nations Assistance Mission in Afghanistan (UNAMA) for another 12 months and to expand its mandate to include support for the parliamentary elections scheduled for September. The Council also requested that UNAMA provide technical and logistical support to the National Assembly and civil society in preparation for the parliamentary poll, as requested in a letter by Afghan President Hamid Karzai, with further assistance from the international community, as appropriate. Russian Ambassador Vitaly Churkin expressed particular concern to the Council, over the continued production and illegal traffic of drugs in Afghanistan, saying that there is no doubt that it represents a direct and serious threat to international peace and security. The United Nations Office on Drugs and Crime (UNODC) recently found a correlation between insurgency and high cultivation, with nearly 80 per cent of villages with very poor security conditions growing poppies but in only 7 per cent of villages untouched by violence. UN extends troops mandate for Afghanistan

MAGNUMMAXIM: 17 March 2011 -- UNTV: United Nations, New York - The Security Council held a meeting today (17 March) to consider an extension of the UN Mission in Afghanistan (UNAMA) for another 12 months and to review the latest report of the Secretary-General on the situation in the Southern Asian nation; Afghan Ambassador Zahir Tanin told the Council that Afghanistan "cannot stand on its own feet if its state institutions remain weak" and pointed out that securing Afghanistan will "first and foremost" require "Afghan ownership and leadership", "taking responsibility" and "operating effectively to achieve sustainable progress." In his report, Secretary-General Ban Ki-moon reiterates UN support for the so-called "Kabul Process" that spells out a transition to greater Afghan responsibility and ownership, in both security and civilian areas. Tanin expressed concern about the mounting number of civilian casualties, and while noting that most of the civilian casualties are caused by the Taliban and Al-Qaeda, "incidents of loss of innocent life during military operations have increased."
