This incisive report asks: what does a future with the Taliban mean for Afghanistan? "For them it's not a peace process", Amrullah Saleh, former head of Afghan Intelligence tells us. A Taliban prisoner concurs, "if the foreign troops leave, the Taliban will come back to Kabul". Saleh is adamant that the Taliban's "maximalist agenda" will lead to civil war once the West leaves Afghanistan and that the Afghan government participating in empty talks serves no other purpose than political expediency. "Peace talks with the Taliban have always been used to demonstrate to the international community that President Karzai is one step ahead", Fawzia Koofi explains. An MP and single mother, she refuses to be cowed by Taliban aggression, despite facing death threats. A classified Nato report, based on 27000 interrogations, not only states that the Taliban believe their control of Afghanistan is inevitable, but also highlights the links between the Taliban and Pakistan. For many in Afghanistan there is real anger that after so much bloodshed in the country, Pakistan is left untouched. Fighting continued for almost 18 hours and defence officials say 36 fighters were killed and 18 captured in the capital Kabul and other parts of Afghanistan. Afghan security sources reveal that that for the past five days the attackers had smuggled explosives and weapons into this site hidden in cement bags and paint pots. Hamid Karzai, the Afghan president, called the attacks an intelligence failure both for his government and NATO forces. The ban on handing captives to the National Directorate of Security (NDS) could throw the transfer of security to Afghan forces -- a key component of Britain's exit strategy - into disarray. British forces must release detainees after 96 hours, although they can extend it to 30 days with ministerial approval. Allegations that the NDS operated an underground interrogation chamber near the British headquarters in Lashkar Gah and that "torture was entrenched" in the organisation were put before the High Court yesterday. Mr Justice Collins gave leave for two cases to seek a judicial review into the transfer of prisoners as well as the involvement of the NDS in British interrogations. He was also made aware of the ban on prisoner transfers. He said: "If our troops are attacked by the Taliban insurgents and there is the capture of some rather than being killed, then after 96 hours they have to go free. That is a somewhat worrying situation to say the least." But he said an equally serious issue was that the UK could not be seen to be complicit in torture or mistreatment. One of the cases brought before the court is that of Serdar Mohamed -- a farmer -- who says he was abused after being arrested by the British following a firefight and held for three months. Most of the targets were in the city's diplomatic district, with western embassies and residences under fire. 32 insurgent fighters and two police officers were killed in the violence, while dozens more were injured. The military airport at Jalalabad in the east of the country has also been hit, while violence has been reported in two other provinces. The Taliban says the attacks were retaliation for the actions of US troops, including the burning of the Koran and the recent massacre of 17 Afghan civilians.
